OSHA Regulations. Who has to abide by them?

I'm interning for a non-profit organization and I was asked to do a little research. They are expanding to involve a clinic/integrated wellness center. They will be doing acupuncture with the patients now. I know there are certain things you must be aware of like blood borne pathogens and hazardous materials. That's a given. But what I want to know if the wellness center will have to abide by OSHA regulations and/or another organization. If another organization then who? (Also, the wellness center is located in the New York area)

  1. Yes, and any rules of the Health Department also.
  2. If there are paid employees, you have to abide by OSHA, nonprofit or not. In this case the health regulations of NY are going to also kick in. There may also be specific medical licensing and associated regulations also. If there is blood there will be environmental regulations (for disposal).
