- you definately need to learn the regs - big fines and big problems can result. osha usually investigates due to complaints, so if this is a worker or subcontractor he may well complain. (family in construction a long time)
- There is no such thing as "OSHA approved." It either meets the rules or it doesn't. OSHA doesn't actually approve anything. Texas is covered by federal OSHA (as opposed to a state that has their own OSHA program, so you can peruse www.osha.gov. The link for the scaffold rule you need is at http://www.osha.gov/pls/oshaweb/owadisp.show_document?p_table=STANDARDS&p_id=10916 The rule for fall protection is at http://www.osha.gov/pls/oshaweb/owadisp.show_document?p_table=STANDARDS&p_id=10922 OSHA also has a consultation program that is separate from the enforcement program, but they do make you commit to making all of the changes they tell you to make (and you sign a contract). You can get info about that at http://www.osha.gov/dcsp/smallbusiness/consult.html Hope this helps!
