  1. you definately need to learn the regs - big fines and big problems can result. osha usually investigates due to complaints, so if this is a worker or subcontractor he may well complain. (family in construction a long time)
  2. There is no such thing as "OSHA approved." It either meets the rules or it doesn't. OSHA doesn't actually approve anything. Texas is covered by federal OSHA (as opposed to a state that has their own OSHA program, so you can peruse www.osha.gov. The link for the scaffold rule you need is at http://www.osha.gov/pls/oshaweb/owadisp.show_document?p_table=STANDARDS&p_id=10916 The rule for fall protection is at http://www.osha.gov/pls/oshaweb/owadisp.show_document?p_table=STANDARDS&p_id=10922 OSHA also has a consultation program that is separate from the enforcement program, but they do make you commit to making all of the changes they tell you to make (and you sign a contract). You can get info about that at http://www.osha.gov/dcsp/smallbusiness/consult.html Hope this helps!
