rigging qualification of offloading steel need osha regulations and ny regs? the material that is being offloaded is a tower (it's steel) for the crane, its being offloaded from a delivery truck at ground level it's 4 x 8 and weights 15,000, a crane is being used. how many men should be used and is there a regulation with osha on the way it should be done, and what protective eqipment should be supplied for the men. i need specific details.

is there any osha or work regulation that says it's unsafe to ride an overhead or bridge crane? (to work on lights, or pipes in the ceiling over the crane) even with one man at the breaker and the person riding the crane having the remote to control it; and being harnessed off, it still seems unsafe to me, but i can't find any regulations stating otherwise. any answers are appreciated!

What type of engineer should I contact? I need to have a couple crane spreader bars tested and certified for load capacity to satisfy OSHA regulations. What kind of engineer would do this?
